Let us enter an alternate Inherit the Earth where Weasels are the caretakers of the Orb of Storms. That seems to be case in this concept sketch. The gear-like symbol on the character's arm is consistent with being located at the Sanctuary of the Orb. There is no Weasel tribe in the game, so maybe this might actually be a ferret (or a badger).
